Position Description:

The Program Manager is responsible for the overall leadership, coordination, and operational management of Surrey Employment Services. This role ensures high-quality, client-centered service delivery, effective staff supervision, strong partnership collaboration, and safe, efficient facility operations. The Program Manager supports ACCESS’s mission by fostering relationships, promoting programs, and ensuring services meet the needs of clients and community stakeholders.

Key Responsibilities

  • Supervise and support employees, ensuring duties are performed in accordance with job descriptions, organizational policies, values, and direction from the Director of Employment Services
  • Provide leadership, coaching, and performance management
  • Foster a collaborative, respectful, and client-centered team environment
  • Carry out Employment Advisor duties as required to support service delivery
  • Execute administrative and operational directives as assigned by the Director
  • Respond to all inquiries regarding ACCESS programs from external organizations and clients
  • Ensure timely follow-up on client and partner inquiries, addressing questions and resolving issues effectively
  • Maintain accurate documentation using required systems (e.g., ARMS, databases)
  • Ensure all services align with the Terms of Reference and Client-Centered Employment Services mandate
  • Build and maintain strong working relationships through networking and outreach within Surrey and Metro Vancouver
  • Promote programs and services to community stakeholders and external agencies
  • Oversee all aspects of building operations, ensuring a safe and secure environment for staff, clients, and visitors
  • Respond to and manage facility-related issues as they arise
  • Coordinate maintenance of the building, grounds, and garage
  • Process invoices related to facility operations

Qualifications and Experience

  • Post-secondary education in Social Services, Business Administration, or a related field (or equivalent combination of education and experience)
  • Minimum 3–5 years of experience in program management, employment services, or community-based service delivery
  • Experience supervising staff and managing teams.
  • Experience working with Indigenous peoples and communities is considered an asset, along with a demonstrated ability to build respectful, culturally informed relationships
  • Experience working with employment programs (e.g. WorkBC) is considered an asset.
  • Valid driver’s license and ability to travel locally as required
  • Ability to pass a vulnerable sector criminal background check
